The first thing to do is know the rules and policies: Adwords Guidelines/Policies (http://adwords.google.com/support/aw/bin/static.py?page=guidelines.cs). All the PPC search engines have them. Knowing them before starting can save you a lot of time and problems.
Forums such as this one can help. But learn on your own before posting a basic question.
Lots of books you can buy. There's also a site called ppc-coach that may be what you are looking for.
